They don't mean a literal declaration. They just mean that the was effectively already over in regards to the way they were acting with/treating each other, but neither had taken the final step of "declaring" the marriage over.

that is exactly what I am interested in knowing, there was always an apparent "reconciliation" that ended when Jean died.
Jean asks Logan for Scott and what he feels or still feels for her and a few numbers later Scott still wonders if he and Jean could have reconciled.
So it is a little confusing to read something without a conclusion, and ten years later read on Wikipedia or a news affirming an end to that situation.

Agreed, they haven't been written in a way that excites me to read about them in any capacity. The costumes are decent.

I like the costumes, Jean's especially as it feels like a callback to the Marvel Girl\Phoenix costumes while still being modern.

Not too much a fan of the characters atm. If a new writer was brought on that could capture these characters more like their OG versions than definitely.

i enjoy them, they are my favorite comic couple
and
it makes me sad.
they had such an epic romance but marvel has tried his best to ruin them.
now they write them like they don't even like each other

No comic regime lasts forever right? But if marvel were serious about returning to iconic status that would include their iconic couples too. Even DC got the picture.
