Rob Allen 'cuz seeing the expression on the usually confident Captain Marvel's face as well as the overall impact of a flood makes the cover amazingly powerful.
Honorable mentions to the folks that used covers reflecting actual disasters and to the people creating those covers. But I can only choose one, and so I stick with the one fiction that stands out over the rest.
