I'm assuming that's Max Lord telling the bozo in green to leave, so that would possibly be a Justice League story back when Keith Giffen was involved. But what issue and who the bozo in green is I don't remember.
By the way, where did you find those panels? That may help narrow down what the original source is.

It was part of a dream Max had where he envisioned himself as an antihero named 'Maximum Force'.
And one of the best stories that revealed his real thoughts to the reader (and with JLQ #1 and Justice League #12, it contradicts his use in Countdown).

The use of "dont" (and you didn't even add the apostrophe!) is poor grammar.

However, after #12 where J'onn mind-scanned Max and officially accepted him into the League, he was never really shown to be evil, either. At least not by Giffen and DeMatteis.
He would still be very shrewd and a bit of a control freak, but not without a conscience. As evident in JLQ #1, where he felt guilty for spying on Booster, who had left the JLI to join Max's ex-wife's superhero team.

Yeah, he always came off as sort of like a 'sitcom boss' to me... kinda like 'What if JR was (insert main star)'s boss?'
Like 'What if JR was Lucy Ricardo's boss?' Or 'What if JR was Ralph Kramden's boss?'
Maybe a little harmless scheming, intimidating and full of hot air, but never really evil. With a heart of gold that stays tightly hidden except under extreme situations (or holiday specials).
