Well, in this case, there was a story reason for it: later on Diana is possessed by Eclipso, so White Magician takes out a special gun that can pierce Daxamite skin and says "block this!"... only for the bullets to bounce off the empowered skin of the possessed Diana.

You know the Hulk is technically bulletproof but special ammunition pierces his skin all the time. Why not just do that with Diana? Maybe even have Veronica Cale or somebody spread it wide enough that the average gunman on the street won't have it but the major players of the DCU would, then we have the healing factor for those ones.

Well, the Hulk version isn't always even custom ammo. Sometimes it's just armor piercing ammo that's designed to punch holes in metal plates.
