The way I once heard it: When they created "Lois Lane," nobody was thinking it would be the start of a trend. A couple of other "LL" characters may likewise have been created "by accident," without any sneaky agenda behind it. But somewhere along the line the guys at DC became consciously aware of this trend in Superman's life, and so they deliberately turned it into a running joke. So in the Silver Age you had Superman showing romantic interest in such girls as Lori Lemaris, Luma Lynai, Lyla Lerrol . . .
(On a similar note, I've read that for the first 20 years or so, the villain "Luthor" had no other name. Only in the early 1960s did someone pen a script in which his first name was retconned in as "Lex" so that he too would now be a classic example of an "LL" character!)
