Does the Axis Crossover Mean a End to Super Villains Getting Sidelined?

There have been some crossovers in the last decade, where super villains have been sidelined while super heroes fight each other. This new Axis cross over seems to be a very villain heavy event though.

So are we seeing an end to events where villains get sidelined so heroes can punch each other for 12 issues? I hope so, I hope the next time there is a hero vs. hero event, there are some real consequences in terms of allowing villains to have a free hand. Diablo should conquer South America the next time the heroes decide to fight each other.
