I imagine it's an alternate timeline if he's being touted as the hero of Keystone...

Perhaps as soon as his original pitch was approved. According to Ethan Van Sciver, Peter Tomasi was the one who originally suggested to bring Hal back and asked Johns to pitch the story, since Tomasi was the GL editor back then. Johns was really starting to gain traction at the time and it was obvious they wouldn't trust just any writer with a story like that. Even in this image you can tell that Johns held Hal in high regard and you can see why Tomasi thought he was the right man for the job.
