A few months ago I'd have said D-Clock will most likely course correct Wally’s situation but yeah that ship has sailed, sadly.

When Wally wasn't even mentioned until the 9th issue that ship sailed then. It was too late in the game to make him important, Johns had said multiple times that he wrote DC Universe Rebirth without knowing anything about what he was going to do with Manhattan going forward (and thus had no plans for Wally's involvement), and he early on said this comic was entirely about Superman (and would have to heavily feature Batman as a major event), which leaves no room for Wally
Wally is the Pariah of this event and nothing more.
Honestly I was hoping it'd be a little higher. Getting beaten out by Carnage #3 sucks. I would bet money he's higher in digital sales rating than comic shops because a lot of people even interested in him have faded from the shop going scene (in my experience). Maybe he'll break the top 20 in floppy orders.
The real issue is the horde of people who are about to drop it after a mediocre first issue.
