This is honestly a really interesting question. For me I don't really think The Avengers has a villain like that. Where when you think of the team you think about any particular villain to the point that they go hand in hand. But I guess if I had to choose one it would probably be Ultron as well.
I am a Marvel fan preferably cosmic storylines, especially Thanos or Dark Phoenix related, when both the Avengers and the X-Men are involved count me in, loved the original Uncanny Avengers series.
Not a fan of any of the new characters.

I would put Kang marginally ahead of Ultron, because Kang is to the Avengers as Doom is to the Fantastic Four - a super-genius villain who won't be satisfied unless he beats this particular hero team. Kang can do anything and win any battle but none of it will matter to him unless he can humiliate the Avengers, because he respects them as the only foe worthy of his genius. Because Kang considers them to be Earth's mightiest heroes, we can almost believe it's true.
Ultron is great because of all the personal connections he has to individual members (so many of the members are part of his extended family), but he doesn't elevate the Avengers in that way; he makes them look bad because he wouldn't exist if not for one of them.
