I don't understand how [potential] FF casting would effect X-Men casting. Reed was mature from the start, and if the MCU is smart, they would edge the FF older and include Franklin and Valeria from jump, since the Fox-FF never did the kids. I'm still on board for college-aged X-Men in the MCU to start off, so we can see them mature over the course of 10 years to age up to their adult selves.

For the initial HoX/PoX 6-issue run...As far as anyone can tell...he has plans for the X-Men as a group in general, and probably not focusing on any one character in particular (other than Moira and Charles who seem to be the initial 'catalyst' for how things play out and move forward). Individual characters will get moments to shine, I suppose, but...in terms of actively driving the story and character development? Probably not.

Character focus most likely will come when they initiate phase two with the spin-off books and teams.

nah from what ove seen him say the most we will get are nice costume changes. smh. I wouldnt expect mich development for her here. sadly I think her development will continue to be driven by the BP offices.

I think her biggest weather feat would probably be when she took control of Shaman's storm and redirected that energy over the entire north American continent. now I think she has greater feats than this but since you said weather I had to exclude some of the other feats of hers
