Jean Grey was the only real Phoenix that saved the universe on multiple occasions, and with a portion of the Phoenix force she saved a planet from the Celestials.

Rachel has Phoenix power because she inherited from her mother.

Hope did not have a permanent connection with the Phoenix. Once she helped undo No More Mutants, her connection was completely gone as if it never existed.

Anyone else like Emma or Quentin were not Phoenixes. The Phoenix could possess an insect (We've seen this) or anything. But most people cannot utilize it for true cosmic purposes. Example the Phoenix 5 could not break Wanda's spell and restore mutants to Earth. They couldn't truly channel the Phoenix power and afterwards they were broken.

There are two possibilities. Either the Wanda/Pietro origin retcon was actually caused by Wanda's reality warping powers, or yeah, Hope can mimic non-mutants. The latter would make sense, since Rogue can absorb non-mutants (Carol Danvers, Wonder-Man, Hulk).
