I personally don't like this design, even if the drawing is quite good!
I don't like the mask. Why would Jean need a mask now? She's a public personnality now, she's been in the U.N. and on T.V.
I don't like the mini-skirt. It reminds me to much of 60's Jean, which for me is some kind of a throwback. Jean needs to move forward. Plus, you don't look professionnal as a leader, wearing a mini-skirt on the battlefield.
I don't like the shoulderpads. Bur in fact I hate shoulderpads everywhere! It's for me too reminiscent of the "bad taste" of the 90's.

But one thing I do like and I like very much are the boots! Those are great boots, golden as Jean should always have more gold than yellow.

But that's just my opinion and you're free too disagree. I just hope I haven't been too rude.

P.S: I wanted to edit my post and ended replying to my own post! That's ridiculous!

1) Aesthetic tastes of the creative talent and/or editors.

2) More speculatively, it may be that isn't present-day Jean, but a younger Jean plucked via time travel from the late Silver Age.

3) Also speculatively, Jean got her groove back in Age of X-Man, is feeling more like her younger self, and dressing accordingly.

Same. I honestly think it could have worked if only it had a bunch of elements tweaked. It also depended a lot on the artist. But Ramos himself always made it so messy and convoluted.

The Anka design for the miniskirted Teen Jean in Extraordinary was GREAT until they blinked on whether she was wearing leggings or just high boots with it.

The Ramos costume looked good when other artists drew it.

I think it looked fine under Ramos, too, sometimes - but sometimes it was too busy to his fault and that other artists also got it wrong.
