There was the implication that his powers were increased by absorbing energies released in House of M, so if he has resurrected, he wouldn't have that levels again.

Yeah, I don't know if he kept that power level being brought back. Hopefully he got a little nerfed.

Honestly, the main problem with Vulcan is that Deadly Genesis was too defining for Scott and Xavier's relationship in the last decade. So he was bound to show up sooner or later. And since it's been nearly a decade since he died, I think trying to fix him is the best we could hope for.
