That seemed to be kind of a running joke at the time. There was the bank girl, Tempus and Ana Cortés, who said she just joined the Sisterhood so she could get close to Scott. Dude was the sexy revolutionary type to non X-Men people.

Ah yes, the Shakespearian tragedy of Cyclops. After all, who doesn't remember the tragedy of Macbeth, where he says he's going to do a bunch of interesting things, and then before doing them he walks into a room and chokes to death?

That's not how I interpret it. He means fall from grace. But I don't think what Cyclops did in his revolution was wrong because he really wanted to protect mutants AND humans and said so.
