Vulko, Tula and Garth are all trusted family friends who could watch their child in the event both are needed, else whoever is not in the mission could care for Aquababy. I don't see why them having a sitter for a couple hours while they save creation should be an issue preventing Mera from full time JLA membership.

But Aquababy will be a newborn. Mera needs to stay with her baby for at least two months. I don't think leaving the JL for couple of months for a newborn is bad. She can do babysitters when the child gets older. JL missions can keep her off world or somewhere else for days and weeks that looks bad imo.
