doesn't really matter whos on the titans, all we know is that they will be cannon fodder in dc's next event.

DC: Justice League, The Flash, Justice League Dark, Superman, Action Comics, Green Arrow, Justice League Odyssey, The Terrifics, Teen Titans, Titans, Brimstone, Female Furies, Damage, Heroes In Crisis
Marvel: The Punisher, Cosmic Ghost Rider, Venom, X-23, Cloak and Dagger, Jessica Jones, Sentry
Indies: Unnatural, Jeepers Creepers, Project Superpowers, Black Hammer, Ninja-K
The Titans have such a large amount of characters to their rosters that I don't think it'd be a bad idea to do rotating teams. Pick a core group of Titans (Dick, Kori, Donna, and Wally work as a core four. Replace Wally with both Raven and Beast Boy if he's out of the picture, I suppose) and then rotate the last few members of the team for a total amount of nine or ten characters per the arc, the bigger in scale the arc is the larger the cast for that particular story is.
And focus on the guests as much as the primary characters. Make use of Karen, Lilith, Mal, and other Titans that may not have been introduced quite yet frequently. When they aren't a central part of the arc, make sure they're around in a supporting capacity. Have them living in the tower. Include a younger group of characters as the Teen Titans and have them rotate as well, make it so that they're being mentored by the older Titans. Focus on them for an arc every now and again with one of the older Titans playing team mentor.
This is how I'd be okay with a merged Titans.

Glass' run is so good. If the book maintains this quality i'm confident that this'll be the new modern classic for teen titans
