He's usually been 17 in mainline DC comics. The Injustice comics had him at 19, instead, the oldest he's been, I think.
His animated stuff might skew younger, like Batman: Brave and the Bold, but usually no more so than 15-ish. His age wasn't really stated then, I don't think, but it felt like he was a tag younger. Likewise for Justice League: Action (though he was never out of costume during his few appearances in that show). I think he was 15 in Season 2 of Young Justice, and 17 during Season 3. And in the Teen Titans direct-to-DVD/streaming animated movies, I suspect his age was about 16.
If you're asking for the reason I think you might be, I'm worried too, a tad. HBO's not really known for egalitarianly family-friendly/all-ages fare. Not that I have ever heard of. Being an HBO anything implies they intend to skew darker, etc.. A good effects budget that'd do Jaime justice would be the one upside, but would it be worth it in the long run?

This isn't HBO though, it's HBO Max, which is WarnerMedia's all encompassing service using the HBO name for brand recognition.
My main worry about a Blue Beetle show is more that it'll feel too much like a teen drama before a superhero show. That was a major issue I had with Runaways.
