I remember when people were surprised he was gay in the Rebirth special but then I thought about what Weisman tweeted about and it kind of "clicked."
Johns and Weisman developed Kaldur together so it was probably something Johns was aware of when he wrote the special.
Man its so weird that these few seconds of scene can make people hate the character like he's a murderer. People are fine with the upped violence of the show, but a couple of LGBT relations suddenly makes this a PC pandering show.
THE SIGNAL (Duke Thomas) is DC's secret shonen protagonist so I made him a fandom wiki
also, check out "The Signal Tape" a Duke Thomas fan project.

Increasing violence is not the same.
They were fine as long as he stayed where he was. Now you add in a new dimension to him now they got an issue.
Because "they are making a certain segment look HUMAN" As we saw with Ms Marvel doing that offends folks.
They need to be more offended that the cartoon has done more justice to everyone NOT named Static than the comics that they came from.
As for who he is kissing that might be Wyynde from the Peter David Aquaman mini.
Ha! Called it ages ago. Very happy to see Kaldur's sexuality finally get a little attention.
Waiting for the season to end before watching anything, was it a good episode? I hear Kaldur hasn't been around very much but I'm hoping he got some solid screen time here.
So....we don't know who the guy Kaldur's kissing is? Could it be Koryak? That'd be an interesting dynamic, and create some fun connections with the royal family.
