Yes, it was explained in Black Widow (2004) that the Red Room tampered with the chemical makeup of the girls, and one of the effects was slower aging. Originally Posted by shooshoomanjoe

It might not be, but honestly, it probably is, because the Red Room had an in-house telepath filtering which memories would get to the clones, and Natasha has memories of things that the Red Room would probably rather she didn't, like her relationships with Bucky and Nikolai.
