That's the point - they launched the title expecting to need to relaunch after about a year, but sales have been much higher than expected making it unnecessary.

Captain Marvel's sales are still above the cancellation level, so they can continue the series beyond 12 issues. Carol is finding new readers.

Isn't 2099's whole schtick is that these are entirely new characters with little or no connection to their previous counterparts (or in the case of Doom 2099, ambiguous connection)?
