I don't know if there was ever a canon explanation, but some artists draw it as her hair while others draw it as a headband. I've always thought of it as the latter, though.
Is this image an official Marvel art?
If it is, it strongly implies it's supposed to be a headpiece, since we've seen Luna without it multiple times.
She is, specially now that she got the FF uni. Her new skills are really cool!

It should be part of her hair. When it's drawn as headband, like on the image above probably, you could still say it's part of her hair, just super dark and different from the rest. But you can't possibly explain panels like those as a headband:

The real truth is that it was originally a headband but Crystal liked it so much that she decided to use her powers to superheat it and mark her hair with the shape. So her hair is permanently burnt, but she used her powers to freeze it in order for it not to fall from her head or something, but then one day she lost control and her hair fell off. And that's the backstory of her short hairdo. But she can't bare to live it as a generic redhead/strawberry blonde, so she decided to say **** it and do it again on her short hair too. Soon enough, it's gonna get ruined again and she's gonna get bald.
