These two stories are a bit dated, but I have recommended Batman: The Long Halloween and Batman: Dark Victory among to new readers and they were able to enjoy it without getting lost in the history.
I think to achieve what DC wants as a jumping on point, stories have to be quasi-suspended in time (no crossovers etc) and with limited continuity weight (referencing past events or obscure characters outside main core).
The Long Halloween follows some time after Year One and tells the story of how Gotham's mob heads evolved into the full-fledged villainy you see in Batman's rogue gallery. Dark Victory is a stylish detective noir story, with some very mood-heavy art by Tim Sale. DV also folds in Robin's introduction quite nicely. I'm trying to think of a more current example...
