It looks like it may have taken over thirty years for Rag Doll to make his second appearance in the pages of Flash #229 (September-October 1974):

NOTE: When The Flash series began at the end of 1958, Barry's book had resumed the numbering of Flash Comics.

The main story of that issue featured a team-up of Barry and Jay on Earth-2 with a bit of a mystery after Rag Doll had been arrested by Barry.
