Y'know another usage of Oliver Osnick would be to utilize Steel Spider as a foil to him if Otto didn't take him under his wing. And given that Oliver functioned with limited resources and budget and still managed to successfully imitate Otto's work, that could make him very elusive. Oliver is also currently missing an arm and given his knowledge of spider legs and tentacles he could possibly create a convincing replacement or a device that would obscure it in such a way Otto wouldn't realize it. Kind of like him facing his legacy as Doctor Octopus without actually getting Ock back by way of Spider-man. A very talented vigilante who can match wits with Otto and evade him because Otto wouldn't be looking for a man with only 1 arm and Oliver himself while noteworthy was never that famous.Originally Posted by Johnny Peril

Technically, this isn't their first meeting. That goes back to Clone Conspiracy, the events of which Otto is referring to when he dismisses Ben as a madman. Granted, Ben did go off the rails a not-so-tiny bit there, but what Otto possibly deliberately fails to mention (and a lot of people overlook) is that the catastrophe didn't start until Otto himself decided to throw a wrench into Ben's plans because he wanted revenge for being tricked by a Spider-Clone and previously for Ben's insensitivity to Anna Maria.
