Excellent Jean costume!
What comic/issue is it from?
The original exists only as pencils, I believe. Amateur colourists have been having fun with it for years. It's a far better costume than what we got but Jean and the Phoenix were separate back then so no Phoenix imagery or fiery motifs for Jean. Here's a more recent interpretation of said costume...

I think it would be better to go with the X-Men Origins issues as well as more modern interpretations of the Original Five, where the ages were a little bit more spread out than that.
Iceman ended up at about fourteen during that issue, and Beast stayed around 19. Angel was 17, and Jean and Scott were sixteen. Add sixteen months to that, assuming Jean was *freshly* sixteen, she's about 17 and 1/3rd right now.
