Honestly, they shouldn't bring him back until

1.) They have a definite plan for him that everyone agrees on,
and
2.) Some of the people that seem to derail the character no longer will / can do so.

As for this, I think this might be partially to set the stage for some next phase of DC, something post Doomsday Clock that right now is just holding Wally back. I suspect a heroic return sometime soon.

Well DC has killed Wally FOUR TIMES in less than three years after he just came back so take your pick.

Barry pulls him from the speed force. Wally escapes himself. KF revives him. Damian shocks him back to life.

I wouldn't. I would release a mini-series detailing his families last adventure where they escape the Reboot to another world similar but different from their own.

While there would be sad times for what was lost, they would pick themselves back up and make this new world safe and make lives for themselves.
