    gonna have to give it to simon. sure, the world he work up to was filled with a bunch of peaceful yuppies, but given the skills he gained, i wouldn't want to to fight him.

    Clarence never really seemed any deadlier than the weapons he had. Simon was more like a force of nature.

    doesn't help his case that clarence was, more or less, a hired goon for a bigger villain. simon was a force of nature as a sci-fi villain. crazy yet cunning. a guy just as dangerous with his head than with his hands.

    Simon wins, his upgrades made him a crazy fighter and weapons expert (he also became a master hacker but that doesn't matter in the arena). Clarence was competent and given nice toys, but was otherwise pretty normal.

    Pheonix, hands down. Boddecker was only as good as his goon squad, and the toys he was given.

    Simon was, well, the ultimate villain with brains and brawn, AND his own goon squad built in.

    Yes Simon wins, 10/10.

    Clarence was a mid boss plot wise usually due to his goons and toys.


    Simon is end game boss of his movie.

    I don't think Murphy would have survived Simon Pheonix.

    I honestly don't. Hell he'd probably become CEO of OCP in the first 10 minutes of the movie, after programming ED209 to kill everybody on the board. Robocop would need to be a trilogy with 3-hour long parts, because by Robocop 2, Pheonix would have become President through highly dubious means(probably through intimidation and blackmailing the entire country...at the same time)

    And by the time Robocop 3 comes around, its going to be like Equilibrium. Except instead of Grammaton Clerics, we'd have Robocop 2's and Otomo's running all over the planet. And the only way to stop Pheonix, would be to upload Murpy's consciousness to the web, and create...SKYNET.

    Simon says Die!

    Simon's only real flaw is his ego and devil may care attitude. But he is obviously more dangerous and deadlier than Clarence.

    Master hacker, master weapon's expert , master combat specialist... and whatever else they implemented in him to make him a badass.
