Assuming you mean the Kara Zor-L version, I'd say shunt her back in time to sort of bridge the Superman/Wonder Woman gap in the JSA. Or pick up with her Earth-2 story from the cancelled book(s) in the New 52. Anything to put her in place to be part of Superman's legacy without being in his (and Supergirl's) shadow.
I would start off where Deathstroke left her...with Tanya Spears stranded in the ether with her. Tanya manages to reconnect to her body and re-open the portal pulling Karen out. Unbeknownst to Tanya, this is not the Karen Starr, Power Girl she knew, but the Power Girl from the Pre-flashpoint universe. When everything was rebooted by Manhattan, Karen was shunted into the pocket dimension, which is why the Earth2 Kara Zor-El was pulled into the Earth 0 world, nature abhors a vacuum. So while Tanya recognizes Karen, Karen does not know her. Tanya checks it off as her having been in the pocket dimension and mild amnesia. Tanya explains how Karen signed over her company and is willing to sign it back to her and help her get re-established. This sets Karen back up as a woman out of place. This also sets up the internal struggle with Karen taking over a company that isn't really hers.
The first year would be Karen re-establishing herself in the world both as a "citizen" and as a hero....finding people she knew in her former life that aren't as she remembers they should be.
Villains would being with a crossover with Batgirl as a Gotham Tech company tries a hostile take over of Star Ware which leads both Batgirl and Power Girl to discover someone is trying to track down Mother Box material which attracts the attention of the Female Furies. It would lead Power Girl on a trip around the world ending in Bialya and the Queen Bee and HIVE who is behind the attempted take over.
I've been thinking of a team book titled MDA: Multiversal Defense Agency. The titular organization is tasked with problems and crimes affecting the multiverse. Since the multiverse is crucial to Karen's backstory it would only make sense for her to join this organization. Other members would include Helena Wayne, Vibe, Obsidian, Cynthia Reynolds (Mirage), Ryan Choi, Iron Butterfly, Stormy Knight (Phantom Lady) and Volcana.
The Brave and the Bold: Power Girl / Nightwing. Ongoing series. Maybe a romantic action comedy.
Tanya breaks out of the wormhole and joins Damian's Teen Titans.
