Think of the most outlandish, OTT, cartoonish caricature of a Super-Villain you can and he's pretty much that.
In fact, he's so evil he doesn't really have a point anymore. He can't hate specifically, otherwise the books would be unprintable, so he just randomly hates and ultimately fails.
God, even Brubaker's superb run has him doing just that in Rebirth (or Reborn, whichever).

Dan Watters' Azrael was incredible, a constant delight and perhaps too good for this world (but not the Forth). For the love of St. Dumas, DC, give us more!!!
