There are lots of people who think Fantastic Four was the world's greatest comics magazine; that doesn't make the tagline any less tongue-in-cheek.
They're trying to promote a movie. And frankly, after Perlmutter's Age of Ultron mishap of not allowing Black Widow toys and the fact that it took 'The Committee' disbanding to even get a female led film, they are probably overcompensating a bit (because they feel they need to).
And honestly, what does it matter? The MCU is an alternative universe from the comics (Earth-199999 vs. Earth-616). It's like trying to compare Pine's Kirk to Shatner's.

Carol is a great character but no she is not the mightiest. It's simply a tagline that started during House of M that the MCU is clutching on to.

I think referring to it as a "nod" to the original Fawcett/DC version may be a bit too charitable, considering how much legal grief Marvel has given DC for even trying to refer to the Big Red Cheese by his ORIGINAL name in stories.
Because it's not just mindless hyperbole. It can easily appear to be a direct dig at the ORIGINAL, non-Marvel version, a character who pre-dated "Marvel Comics" (though not Timely Comics) and Mar-Vell by about a couple of decades.
She's not even close. She's not even the best Captain Marvel - Monica wore it better.

Well before the this read goes belly up I think it's pretty clever. It's both a nod to Shazam Earth's mightiest mortal and the Avengers, Earth's mightiest heroes at the same time. Kudos to however came up with it.
Also, still haven't gotten the definition for mighty. Kinda of a broad term could literally mean anything.
