No. When she was Binary she was pretty darn close though.
That was a strong era for cosmic heroes and heroines on Earth (or at least occasionally on Earth).
Binary, Sersi (as well as Thna, ikarus, Sprite and Gilgamesh), Quasar, Dr. Strange, Photon, The Silver Surfer whenever he stopped by Earth (same with Nova and Firelord), Dark Angel when Marvel UK rolled around, Black Bolt, and a whole bunch of others were all regulars at that time (not to mention when certain mutants would occasionally perform cosmic level feats like Jean and Havok; or the occasional reference to a character's potential like when Speedball was referenced as perhaps being the physical manifestation of the concept of kinetic energy itself or when 7 Darkhawk amulets destabilized the universe).
It honestly was probably the best era if you liked extremely powerful female heroes (who by the way never felt shoehorned into that position, it was always quite natural, imo).
Probably my DC bias but I would say Kara Danvers is more powerful than Carol Danvers. Consider that Supergirl has lifted a one million ton space station from the ground and hurled it into space so far the space station
ended up leaving our solar system and went into orbit around a blue star in only a couple years. Also Kara Danvers lifted an entire factory building and a full size submarine into the air.
