Like I said, it completely depends on the situation. The heavy hitters you picked are certainly the most powerful beings in the DCU, but each of them could be beaten by Batman, who has no powers whatsoever.

As a result, quantifying who is the most powerful is kind of impossible for me given that all of them could beat the other given the right circumstances.

No, I think I understand, but I'm telling you that the power levels vary so wildly depending upon the writer and story that I couldn't give you any definitive answer.

For instance, I could say Grant Morrison in Animal Man who was literally God with unlimited power to do whatever he wanted such as rewriting reality however he pleased and raising the dead with ease. However, in a later story written by John Ostrander, this exact character was depicted as little more than a delusional writer who was unceremoniously shot in the head.

Sorry, not trying to be a stick in the mud here, but this an impossible question for me to answer.
