But Stark did nothing wrong in CW.
I would recommend avoiding CW1, it made a mess of a lot of things and lead to decisions that many people have not forgiven.

No the issue wasn't that Tony did nothing wrong, his and Steve's arguments were actually both sound and logical, the problem is that as far as the Pro Reg side was that there were screw ups abound:

SHIELD attacking Steve before the law was even made or attacking Luke Cage in his home at the stroke of midnight while ink wasn't even dry yet.
Wonder Man being blackmailed to spy on Atlantean spies.
The government coming down on Ben Grimm just as he was leaving the country.
The killer Thor Clone assistance and the death of Bill Foster
The inhuman treatment of the prisoners at the Negative Zone prison.
Carol Danvers beating the shit out of Julia Carpenter in front of her daughter (FYI - for me that was when i lost interest in her character, and CWII was the final nail in the coffin)

Now Steve's side did have screw ups and he did lose sight of what he was fighting for but Tony's mistakes were more open and ultimately Steve was in the right when Dark Reign came around.
