Yes, it started being dealt with during Johns run. But it was shown (if not described) before: during Morrison's run there were several instances where Kyle's costume changed for no reason - DC 1.000.000, Sins of Youth, etc. I think Winnick's run may also have touched on that post-ION.
And I'm sure it was mentioned before, just can't remember where.

In Emerald Dawn (1989 retelling of Jordan's origin) after Abin Sur dies and the ring flies on to Jordan - the suit just automatically appears on Jordan.
And no it is not Abin's suit, who is still wearing his. It's a suit created from the ring.
Then he himself ads the mask, also made from ring energy to help hide his ID.
Geoff Johns retelling just followed what was already established.
It could have even been sooner, just haven't found it.

Pre-Crisis, the suit was real, except for the mask.
I like the ring generated idea better. But say they get knocked out, shouldn't the suit go away and whatever they do or don't have on underneath would be visiable?

That only happens if the ring is removed, or if they're killed (which triggers the ring to find a new wielder).

Again, what theyshowed in Emerald Dawn 1989.
This isn't something new... and that might not even have been the first.
Gets the ring back, the ring generated suit appears on him, over his civilian clothes.
KO'd, the suit disappears....
He later pre-will's it (yes they can) to maintain the suit and energy shield around you, in case of KO.
However this was a retelling of the origin, Jordan was still learning here.

I'm not positive, but I think the idea predates Emerald Dawn. I don't have an issue to point to, but both Jordan and Scott began "ringing on" their costumes somewhere back in the 1970s. Now, it wasn't explicitly stated as being ring energy, but we'd never seen GL create cloth before.
