25 members is a lot, so here are a few thoughts...
1. While I love the OG 7 (and their more storied legacies), let them serve as advisers.
2. The Titans are my favorite team, but not a huge fan of them as JLA members. Exception is Cyborg, who has more solid footing as a member.
3. Legacy characters who DON'T have a big past with the Titans or Young Justice make far more interesting members, particularly in the "set of fresh eyes" category.
Looking at you Jon, Jace, Yara
4. My personal obscure addition would be Isis because she has been so underutilized in the pages of DC, plus she would be an interesting dynamic against Black Adam as a member.
5. A few members have been woefully underutilized when they have been members, so try giving them some interesting story: Black Lightning, Vixen, Dr Light (in all recent appearances), Atom/Ryan Choi
