Dream Team: 25+ Member Justice League

There was a paradigm at the CBR forums where, there would be these threads dedicated to choosing members for a preexisting team, whether that be Teen Titans, Avengers, Legion of Superheroes, you name it. Most of these are limited to twelve slots so this time around I'm going to up the ante:

25 members? That's too damn many active heroes all on the same team!
Legion of Super-Heroes sometimes had a roster that large, but at least half of them barely showed up in stories.

25 active members sounds closer to a paramilitary super-powered army.

Now, if you have maybe 12 regularly active members and the rest as part-time/substitute members, that would work better for a superhero team that wasn't a government/military agency.

I'm envisioning a main team of 10 (3 trinities+Aquaman) and then ancillary members who can be mixed and matched with the main team and among themselves. Also characters who have their own teams can still operate those team under the Justice League banner; so their members aren't officially League but more like special members.
