For the mutants to coexist with humans, they must not be seen as a threat… Like someone with deadly special skills is not seen like a threat because he complies with the same laws as everyone. He also understands that he need to appease the others.
As long as a mistrust exists, there could be no coexistence…
The solution, in my opinion, would be free zones because no one can be forced to trust someone else…
Xavier's vision is flawed because, as a telepath, he has an experience with integration: as long as he doesn't say he's able to read other's people minds, he is not seen as a threat and he is considered as a human among humans.
The same cannot be said of Nightcrawler for example, he has no experience of this kind of integration except with the X-men and it has never been enough for him…
I'm sure Xavier is able to be more pragmatic…
