It's a little of both. That's kind of Asgard in a nutshell, even as envisioned originally by Stan and Jack. It is where magic and science meet to attain greater synergies than anyone could conceive previously. The weapon was created through dwarven technology, but many of its features are magic based, like the ability to generate storms even in places where the conditions for a tempest do not exist. Magic and science are also combined in some of the most powerful beings in the omniverse, like the Living Tribunal and Eternity.

There was a lot of back and forth regarding Ultimate Mjolnir, but ultimately the version of it that made it's way to 616 was a new incarnation created in Battleworld by the Thor Corps. In proper 1610, the axe-shaped Mjolnir was tech, but Thor also ended up having a magic Mjolnir in the classic shape. He ended up losing that when the Maker destroyed Asgard. I'm fairly certain the last hammer he had before Battleworld was this one:
The Ultimate Thor we saw in Thors had a hammer in the original Ultimate shape, but seemingly no different in power than the Mjolnirs wielded by other members of the Thor Corps.
