Interesting thing...
I honestly cannot remember if it ever showed it in the books, but they talk about how they could expel or punish Peeves, so I would assume the wizards can do so.
I would wager if even a decent amount of wizards or witches can, that Voldemort can. But that is just from how it comes across in the world.
However, we do know that one was petrified and later cured so I believe they have some spells that work on them.
