Blood mesmerises him and then drains him dry. If Captain America couldn't resist being enthralled then Batman sure can't.

Plus Cap was forced to decapitate Blood to defeat him. As we all know Batman wouldn't do that. Even if he would, does he even have anything that could be used to sever a head?

Khazan Bloodlust takes care of the no kill rule.

And Bruce can certainly decapitate people. A BatGrenade would do that nicely.

Blood can turn to mist as it explodes. Rogers was only able to decapitate him after dawn when his shapeshifting powers didn't work. Earlier in the fight, he just poofed into mist when Rogers attacked him.

Indifference to being riddled with bullets, seemed stronger than Captain America, summoned swarms of rats, turning to mist, ability to fly, minor weather control(fog), hypnotism.
