It being swipes makes sense, it explains why the costume changes from panel to panel. Looks like a little like it's badly traced from Keith Giffen panels.

Well, Keith Giffen drew Claw the Unconquered for several issues back in the mid-to-late 1970s.



Don't know if anything in those issues may resemble your example.

Well, Keith Giffen drew Claw the Unconquered for several issues back in the mid-to-late 1970s.
