That's my favorite Brainiac, who adopted that design in the Brainiac trilogy. For some reason it always comes up that people get confused and call him Milton Fine.
Design wise I can understand if they used him in 1996 since that look quickly identifies him as a Superman villain (with pants, of course) and the admittedly cool STAS design was probably a few months away.
