The whole concept of Mephisto is really too silly to be taken seriously.

As bad as Apocalypse was, his horseman Holocaust was worse. He was a guy who looked around in the Age of Apocalypse were corpses line the streets and still thought Apocalypse was being too soft.

he's inhuman. but I don't know that he's consciously evil. part of his "upgrade" was the loss of emotion. he thought that it would make him a better scientist. I guess it could be argued that the stuff he subjected Scott Summers to at the orphanage was textbook evil.
