Not with his past Marvel work, no. It's been relatively contained, which is the way it should be. Forced references like that are fairly pointless.

Although given that a lot of the new satellites will be bleeding out from his books, there will probably be more attention paid there.

His runs are mostly self-contained, but he does manage to make references when necessary- for example, in Avengers, he dealt with Superior Spider-Man (who was very different from the regular one as Hickman wrote him before), Cap. getting old, Superior Tony, Thor losing the hammer, etc. And considering he'll seemingly have a higher level of control over stuff now, seems even more likely.

Given him &* JDW talking about how "New Reader Friendly" things are, they may not be many heavy references to current things now as we jump into setting up the new status quo.

His Avengers run dealt with a lot of stuff made by other. Sometimes he even expanded on other people's work. For example, the Unworthy arc for Thor, Tony's Superior phase, Old Man Rogers, Hulk being Doc Green, this kind of stuff. His Cyclops also did the revolution and created his own nation. But these are the major players during the Time Runs Out period, which was 8 months ahead of everything else. If Rogue and Storm, using your example, are a big part of his book and they don't have any major developments outside, he most certainly won't use them.

But I think that's very unlikely. The whole line will spin out of HoX/PoX after they're over. Hickman won't be giving orders or outlines to his peers, but will be completely aware of their work.
