He made it so that there were what, 32 million? And so even when he killed half of them on Genosha, that was still orders of magnitude more mutants than ever before. Decimation starts with "No More Mutants", when Wanda's words negated the vast majority of mutants on earth(something like 99%), leaving only a few hundred.
