I'd say Ben was worse because the whole "this clones are different due to memories and stuff" was barely a justification for how far he took Warren's experiments.

Also, the issue where the Jackal kills him a ton was just mean-spirited and I'm glad Nate fans at least don't have to go through the same thing.
