There are no revealing details, and Bruce never saw what Chill even looked like.

Bruce isn't even sure that Chill wasn't a woman (Joe/Jo?).

Actually, Maybe no first name for Chill is best.

"Chill" was the only word Bruce remembers the murderer responding to, coming from off-panel and stopping the murderer from offing Bruce before fleeing the scene.

Chill is never seen nor heard from, ever again. Bruce will spend the rest of his life wondering about this person, never to get closure.
The mystery drives Bruce so crazy, he steals Barry's Cosmic Treadmill and goes to the past. Becoming more and more agitated, Bruce finally comes across little him and his parents, but no gunmen. At the end of his patience, Bruce jumps out and demands to know where the shooter is. His parents jump back, blocking his child's form's vision from a clear view. Screaming in rage, Bruce yanks his mother closer to him by the necklace, but her purse accidentally sets off Bruce's grapple gun. Going through her chest and into his father's.

And so, it is revealed that Batman created Batman! Time paradox you say? I have the perfect counter; because Batman!

Betty Kane. I would return Babs to Oracle only status. Betty returns to being Bat-Girl even using her original color scheme of red and green. Babe and Betty would be a bit of a Birds of Prey type vibe. But I would definately make Betty a strong and capable Bat-Girl. Reinstate her background as a tennis champion. Maybe reignite a romance between Dick and Betty. But keep her a lighter personality type than most of the dark and shadowy Batfamily.

Another person mentioned Duela Dent / Joker’s Daughter. If you really wanna go pre crisis, she was the daughter of Harvey Dent and his ex wife. Maybe make her a niece instead. She went thru several ‘child of Batman villain ‘ identities. Make her Harvey’s niece. She starts playing with various identities for fun. But really loves Joker’s Daughter! But she like playing hero. Before she became Harlequin as a Teen Titan member. That name is now sorta taken. So she becomes Funny Face!

I'd bring all the dead sidekicks back like in the "Pet Sematary" movie.

I would have Dick and Damian share a book.

Nightwing and Robin. The Dynamic Duo.

    Two-Face.

The original incarnation was a good man who was horribly traumatized and experienced a complete mental breakdown that led him being both good and evil. By the nature of his gimmick, he was only a villain half the time.

When Two-Face was brought back many years later he was reconfigured as an evil man who was fixated on the number two, which really has nothing to do with the original vision of the character.

There have been many different interpretations of Harvey introducing new aspects of his psychology and morality, but they can broadly be divided into these two.

Likely due to the psychological complexity of the former, most writers use the latter version. There are exceptions though, such as the DCAU which established (mostly through tie-in comics) that the coin toss is the submerged persona of Harvey Dent exerting what little resistance he can to the cruel, dominant crime boss persona.

On-screen, Batman Forever drew from the latter while The Dark Knight drew from the former.

The exact nature of Harvey's condition and why he flips a coin varies wildly.

In the 80s and 90s the idea that Harvey suffered from dissociative identity disorder became popular, and so the coin toss was deciding which personality would make a decision.

In other stories the coin toss lets Harvey shift blame for his actions to a higher power, chance.

Basically, there are a ton of ways Harvey has been interpreted.

I feel one way that could be interesting but hasn't been employed (to my knowledge) is to put Two-Face in the Penguin role as an outwardly legitimate businessman with underhanded crime dealings. The reason I think this could be interesting is that fiction often focuses on the dual lives these criminals lead. Think of a show like The Sopranos, which has a main character who is both a loving family man and a murderous crime boss. I think a Harvey Dent in the vein of the original, a man split evenly between good and evil, could fill that kind of role in a cool way.
    Miller was right.

I thought it would have been cool to have Jason Todd be Azrael.

Only caveat is you can't just change them back to be like they were in a previous run/era. In other words you can have Harley be a villain, but something has to be different than just returning her to how she was before as a villain. No "return to this" and be done with it, something new has to be in place as well.

Hmn okay, Harley Quinn instead of falling in with the Joker becomes a student of Hugo Strange and is put on the staff of Arkham as one of the resident mad doctors.

    Two choices can't decide:
Deacon Blackfire - He runs the order of St. Dumas and hand picks the Azrael

    or

Hugo Strange's family owns the Circus of Strange
