This sounds almost like the Timeline is rebooting ITSELF?

I think it's similar to what happened in Reborn. The "Metaverse" is fighting against the changes made by Dr. Manhattan and it's trying to reassert itself resulting in the restoration of certain aspects of the Pre-Flashpoint/Manhattan metaverse being restored.

Well, Rebirth ended a while back, and the overall turn in the tone of DC changed as well. So, I don't know if I would call it "rebooting Rebirth".
