Let's be real. I don't think any more thought went into that then "more stars=more power".

I feel like at this point they’ve confused Superman with Super Mario.

    Supermario Man.
Yeah, but if you... man, we're getting into weird analogy territory, like if you disintegrated Superman's arms he wouldn't be able to go "fool! Little did you know that my arms and I are one and can be remade from me!" and will his arms back into being from pure nothingness. - Pendaran

The whole World Forge thing took place in an entirely different dimension...the 4th dimension. That's where Superman got depowered and smashed the planet when taking off.

I remember Batman somehow re-arranged the stars in the dimension or something to enable Superman get his power-up.

I honestly can't remember the story well but there was a lot of wonky stuff with universes being re-arranged and the likes.

    It was the sixth dimension.

Frankly, sun dip or not, I have yet to see another mainstream character like Superman who writers do whatever they want in power level.
But one thing consistent about Supes is sun dip boosts him several magnitudes.

    Umm....hello? Deathstroke says hi

Or literally a dozen other characters with more "variable" power levels. Wonder woman comes to mind

Superman is actually one of the more consistently written ones

Like that one time post crisis Wonder Woman showed off a level of speed that involved her blocking all these projectiles that were sent from the end of the universe, essentially making her as fast as a PC Kryptonian. Something completely out there for someone of her presentation.
