There might be a lot of reasons, actually.

She is leading the Hellfire Club now. She probably wants to do things her own way. For the characters, the world is over for mutantkind. Emma might be tired of living the super-heroing thing, running after Cyclops "delusions" of making the world a better place by the same methods. She might be looking them from afar, to see what they are doing though.

Emma literally started a war to get revenge for Scott, then doesn't even show up when returns from the dead? Nope. More likely will just go to the "Emma is EEEVIL" file.

A lot has happenned since them. Maybe she does not want to re-open old wounds. Maybe she knows she would be compelled to follow Scott by her heart, but her mind tells her to do things her own way. And that's why she just wants to forget him. She was very sad by his loss, she might want to leave Scott in the past to not hurt anymore. That would be very interesting for me.

I give Rosenberg more credit than "she is eviiil". Let's see.

I do not give the slightest benefit of the doubt to Rosenberg writing women other than Magik.

Emma has been a morally grey character for over 2 years now. Can’t blame Rosenberg for that as he isn’t ignoring where the character has been recently

To be fair, Psylocke fixed her such that she was no longer evil. AXM didn’t touch on that but Raven’s behavior seemed in line with that. I haven’t read Weapon X to know if that’s worn off

The purple band on her head is Karma who gave a speech at the funeral.

Rosenberg has done absolutely nothing to deserve credit in his characterizations of anyone.
